Yesterday the Navy awarded Huntington Ingalls shipyard in Mississippi a $152M contract including "design, research and development, engineering, and procurement of long lead time materials" for the USS Enterprise, set to start building in 2018. It's not a go ahead to build, but it's a huge step towards them getting the contract to build Enterprise. The Ford is expected to start sea trials in the next few weeks, with a Commission date of September, and the Kennedy just got $4.3B in contracts for continuing work. www.fool.com/investing/2016/05/28/huntington-ingalls-may-get-green-light-to-build-th.aspx

A carrier going to anybody not named Newport News is absolutely huge news, especially with regards to the industrial base.
I'll bet that the US Navy is watching China's relentless naval built-up and is starting to think about the possibility that a major expansion/replacement of the fleet could become necessary over the next decade or two.
Having the ability to potentially double their carrier production without impacting the refueling/rehab process that essentially is limited to Newport News only would be absolutely huge for the US Navy.

It looks like the actual work will take place in Newport News, but the engineering and planning will take place at their other facilities.
